Pair-of-Dice Games occasionally is contacted by aspiring game designers hoping that we can publish their game. We are a very small company, and regret to say that we cannot consider outside design submissions, no matter how good the game design might be.
If you are interested in learning about how to design games, we suggest that you can look at various writings and forums on the web.
We highly suggest reading and joining the Board Game Designer's Forum,
an active message board for Board Game designers.
You should also see BoardGameGeek, the leading board game information site on the web, particularly the Board Game Design Forum and Self-Publishing Guild.
I've put together an interesting compilation of Board Game Designers discussing their own games. These designers range from self-publishers to the makers of Axis & Allies, and so much information may be gleamed from reading them.
One of those testimonies details the process behind making each of the games in the Pair-of-Dice Games line. If you are interested in self-publishing, it may be informative.

Marketing Your Own Game" Tutorial.
However you decide to proceed, good luck with your game design.
